She has over 30 years of experience and has spent 15 years in top child welfare executive positions as well as another 10 years as a national consultant on behalf of the Annie E Casey Foundation. In this role, she implemented equitable outcomes-focused improvements, including a significant focus on workforce development and retention in Colorado, Georgia, Tennessee, Rhode Island, and Baltimore City.

Trenny Stovall has extensive experience in organizational development and youth advocacy. As founding director of Georgia’s largest legal advocacy center for children in foster care, she shepherded the jurisdiction through the swift settlement and closure of the landmark federal class-action lawsuit, The Kenny A. vs. Sonny Perdu Consent Decree, oversaw the representation of thousands of children in care, and developed signature programs for transition-age youth and children with special needs. Heidi McIntosh is a seasoned leader of child welfare systems, with deep state-level, national, and international thought leadership and advocacy experience, including policy development, systems reform, and strategic planning. Most recently, as CEO of First Place for Youth, Heidi directed all strategy and planning for a national organization that provides housing, employment, and educational services, as well as critical support to transition-age foster youth. Heidi also has extensive experience helping organizational leadership with system transformation with a particular focus on developing strategies that contemplate Race, Equity, and Inclusion.
